Move and upgrade existing e-mail services

Project Long Description

Replace existing e-mail infrastructure to achieve:

• More efficient access over status quo
• Better spam protection
• Secure the credential exchange and mail streams

This is achievable by:

• Dropping our existing UW-IMAP installation in favor of Dovecot for POP/IMAP
• Configuring Dovecot to only permit encrypted logins and POP/IMAP streams
• Dropping our Exim v3.x installation in favor of Postfix for SMTP
• Separate inbound and outbound SMTP to allow for better policy configurations of inbound e-mail
• Leverage rule enforcement and content inspection at SMTP to prevent an accept-and-silently-drop policy
• Make extendible spam tools available at the user-level
